The Senior Clinical Informatics Coordinator, as a member of the HCCN team, supports the work of Montana health centers and urban Indian organizations who provide integrated primary care, through data compilation, data analysis, and data visualization to provide facts and insights that drive decision-making for improving care and cost, supporting Patient Centered Medical Home (PCMH) practices, and value-based care arrangements. Provides on-site and remote problem solving, coaching and support to members resulting in improved data capture, transfer and analytics. The Senior Clinical Informatics Coordinator may be required to work on-site at the MPCA administrative site; regardless of work location a secure working environment is required. This position is supervised by the Director of HCCN.

Work Unit Overview: The MPCA is a non-profit organization that enhances access to excellent, patient-centered health care for all Montanans by: promoting proactive operational clinical learning networks; advocating for expanded resources, partnerships, and supportive public policies; fostering seamless community-centered accountable care through expanded horizontal relationships; providing data that speaks to the value and effectiveness of Community Health Centers (CHCs) and MPCA; and serving communities in need to identify solutions to health care issues.
Essential Functions (Major Duties or Responsibilities): These duties are the essential functions and are not all-inclusive of all duties that the incumbent performs.
- EHR and Population Analytics Support
- Provide technical assistance to CHCs in implementing and efficiently utilizing Electronic Health Record (EHR) technology to improve the quality and accessibility of healthcare, increase patient participation and satisfaction, improve the accuracy of diagnoses and health outcomes, facilitate community-centered accountable care, and to realize efficiencies and costs savings (e.g., streamlined coding and billing procedures). This includes implementing EHR technology, monitoring of EHR procedures, assisting with business process redesign, ensuring data quality, facilitating compliance with grant requirements, resolving data discrepancies, and training CHC staff.
- Provide guidance and support to facilitate the implementation of population analytics systems. This includes facilitating the development of policies and procedures; coordinating integration efforts between clinical and administrative functions; supporting the design, implementation, and evaluation of information and communication systems; and collaborating with other MPCA staff on the integration of Uniform Data System, security, HIPAA, and related system requirements.
- Data Validation
- Assists members in assessing data needs and developing a work/ action plan to address their needs. Provides on-site and remote problem solving, coaching and support to members resulting in improved data capture, transfer and analytics.
- Support health centers usage of Azara DRVS, a centralized data reporting and analytics tool, to ensure data accuracy.
- Along with other members of the HCCN team, support health centers with submission of the Uniform Data System (UDS) and UDS+.
- Provides training and technical assistance to users as determined by the needs of the project
- Provides assistance, guidance, and training as needed to support the collection of data, using a data management system, and various software applications.
- Trains end-users on developed database applications and reporting software.
- Monitors federal and state cybersecurity and HIPAA policy updates and identifies health center training and technical assistance needs.
- Promotes open communication and discussion regarding changes in procedures or systems and informs users in a timely manner of any changes that will affect their work.
- Provides accurate and timely written and recorded training materials, as required.
- Performs other related duties as required
- Troubleshoot software problems within organizational software and/or computer systems
- Provides support for ticket resolution or facilitates the resolution of problems in a courteous, helpful, and timely manner.
- Other duties as determined or assigned
- Project management: Ability to lead a project from beginning to completion: including verifying the need for the project, project goals, resources needed (time, dollars and people), timeline, developing and leading a team (internal and external) to carry out the project including evaluating the impact of the project. Includes communicating appropriately and timely to and with team members, executive staff of MPCA and external members when appropriate about the project.
Knowledge, Skills, and Abilities:
- Health Center Experience;
- Experience with a Population Analytics Tool (Azara DRVS preferred);
- The principles and practices of computer science and information systems;
- Data privacy and cybersecurity practices;
- The ability to train a variety of end-users in a way that best resonates with their learning style;
- Data analysis and presentation methods and techniques;
- Project management;
- Primary care clinical practices;

- Research and analysis methods;
- Program assessment, development, and implementation;
- Using personal computers and Microsoft Office software, and health information technology applications;
- Applying evaluation and tracking tools, including data collection and analysis;

- Establishing and maintaining effective working relationships with health center members, community groups and other professional organizations;
- The ability to work in a team-based model;

- Self-planning and organizing multiple tasks and activities.
Education and Experience:
- Requires education and experience equivalent to Bachelor’s Degree in a relevant field, such as public health, statistics, computer science, healthcare informatics and/or analytics or a related field and strong computer skills.
- Requires 1-3 years of experience in healthcare
