The standard payment model in health care limits the ability of primary care teams to meet the real needs of patients. Value-Based Care and Alternative Payment Models (APMs) are an approach to paying for medical care that focus on quality and value. It gives health centers the opportunity to tailor their care to the unique issues of their patients, including providing services outside the traditional office visit. MPCA supports several payment reform efforts in Montana, including assisting Montana Health Plus Network.

MPCA offers a variety of support and trainings to help CHCs and UIOs meet the challenges of financially managing a health center, including:

• Coding, Billing, and Collections Management
• Financial Department Management
• Regulatory Requirements

Workforce development includes recruiting and retaining qualified staff, and how we strengthen current workforce through ongoing development and how we train future healthcare workers in Montana. MPCA provides resources and technical assistance to Community Health Center and Urban Indian Organization staff, students, and career seekers. Focus areas include sharing workforce data, raising awareness about recruitment and retention services, assisting with workforce strategic planning, and building partnerships to increase education and training opportunities. MPCA convenes peer groups to support CHC and UIO staff. They meet throughout the year, both in-person and through webinar meetings, to:

• Connect with both new and long-term members of the peer community;
• Share best practices;
• Touch base on important issues affecting CHCs and UIOs; and
• Expand knowledge and leadership skills.

The MPCA Emerging Leaders Program is an 8-month program that assembles a select group of emerging CHC and UIO leaders from across the state and guides them through a high-level leadership development course. This training is designed for staff who are interested in career growth and expanding their leadership skills. Applications are released each June and the program begins in the Fall.
